The Central Hawke’s Bay District Council is a Local Authority in the thriving Hawke’s Bay Region, situated in Waipawa approximately 40km south of Hastings. We are now seeking a Land Transport Service Officer to join our Community Infrastructure & Development Group. Reporting to the Land Transport Programme and Delivery Manager, this is an existing role and is accountable for providing professional contract management, corridor access and quality assurance services, to ensure work on the road assets meet contract specifications. The main accountabilities of the role include:

Customer service Management- involves offering operational support, advice, and guidance to both internal and external customers within the Land Transportation Team to ensure that the CHBDC delivers efficient and effective road-related activities, aligning with the Thrive Values set by the Council. This role entails developing and maintaining positive relationships with stakeholders, managing their expectations effectively, and providing a customer-focused approach. It is essential to deliver professional, accurate, and relevant information to all customers and key stakeholders, ensuring their needs are met and their satisfaction is maintained.
Contract Management – manage minor contracts on behalf of the Council to ensure work meets the contract specifications, is of high quality, within budget and done in a timely manner. Assist other contract managers and issue work instructions to contractors to complete work. Audit traffic management throughout the district and administer the Submitica programme (corridor access requests)
Road Network Asset Management - provide assistance and advice to improve the efficiency and condition of the network, assist in the identification of any faults or safety issues throughout the network, respond to enquiries, auditing and monitoring the professional services provider. Process vehicle crossing applications and communicate with customers about the necessary requirements.
Council Representation and Relationships - develop relationships with consultants, contractors, and other local authorities to share innovative ideas.
The ideal candidate will possess:

The ideal candidate should have tertiary qualifications in Civil Engineering or a related field; however, this is not a mandatory requirement.
Possesses valid working rights to legally work in New Zealand.
Skills in project management, quality management and financial claims
Working knowledge of NZS 3910 and NZTA road maintenance and construction specifications
A current Driver’s Licence
